It just looks very grey overall - usually Slender has quite an orange-brown abdomen. But if it's very small then I agree Slender more likely than Grey.
The rear of the hind-wings are more rounded in slender pug and this is also evident in Jane`s photo. Good photos can be obtained in the (highly recommended) Pug Moths of North-west England by Brian Hancock on pp 26 & 113 respectively.
Ian has confirmed this as Slender Pug. A new one for me.
